If it's okay with your director (I don't know if you have to go through your band director), if you have any creative people on your team, you could try putting some stuff in. Or if your band boosters are sympathetic to your situation, and they have money, you could try to hire someone to choreograph your routines.
But (not to sound preachy) you and your team should talk with your other instructor and ask her why she's never there. If she realizes that you are suffering, you could have after school practices every day for a few hours.
