I am a little confused about your post: does your school already have a colorguard, but you and your friends didn't make it, and now you are interested in starting your own colorguard?
If that it the case, you'll find that you've got a hard row to hoe, since your school's administration will tell you "There's already a guard."
And you'll find you need more than a sponsor and an instructor: if you want to be an independent guard (a guard that's independednt from school, usually an indy has ties to a community college or other community group) you'll need major funding in order to pay your directors, pay for a practice space, pay for equipment and show design materials (backdrops, floor, costumes, etc.)
What I think you ought to do, since you are a freshman and you probably have a lower ability level at this point in your guard career, is find a winterguard in your area and tryout for them. Get a feel for what skills are important to learn in order to make the guard. I've included a link to Winterguard International so you can locate a winterguard in your area.
Good luck! Remember, you have three years left in H.S., and there's no reason not to try out for your school's guard again next year. My current captain is the best one I've got, yet her first year she wasn't on the guard...she was an equipment manager!
